With reference to the translations of the five Petitions already forwarded by me I now enclose a complete list of all the petitions presented since the date of hoisting the flag.
Petitions No. 1-5. Translations have already been forwarded.
Petitions No. 6-11 are couched in the same terms as Petitions No. 1-5
Petition No 12 is couched in the same terms as Petition No. 14
Petitions No. 13-17 translations forwarded herewith.
I attach a Sketch Map Showing the districts from which petitions have come
The Petitions include 171 of the most important Villages in the territory.
Petitions have not yet been received from the Starling Inlet District, from the Eastern Section of the territory extending from Station to Tap Mun, from the Southern Section, extending from Sha Tin to Tai Lam Chung including Tsun Wan and the villages in Kowloon and the various Islands
I have no doubt that all these districts will present petitions in due course, but they have not been concerned in the recent anti-British movement in the same manner as the districts that have already petitioned.
The petitions of which translations have been made all tend to show that the armed resistance of the Chinese to British authority had its origin in the Un Long Division which is the most powerful in the territory and that the weaker...
